The Economic Census (EC) is carried out throughout the country by the Ministry of Statistics & Programme Implementation (MOSPI), National Statistics Office, Govt. of India, in collaboration with all the States”/Union Territories’’ DES. The 1st Economic Census was conducted during the year 1977 and subsequent censuses were conducted in the years 1980 (2nd), 1990 (3rd), 1998 (4th), 2005(5th), 2013(6th).
It may be noted that till 6th Economic Census, the Ministry had fully entrusted the State DES to carry out the Economic Census starting from identify and appointment of Enumerators & Supervisors, imparting training at State & District Level, monitoring field works of Enumerators, payment of honorarium to Enumerators, Supervisors, Charge Officers etc. and lastly publishing the Census report in the form of hard copies as well as soft copies.
The present 7th Economic Census was commenced in the year 2019-2020 and this time the Ministry had engaged the Common Service Centre (CSC), an e-Governance Service India Ltd. to complete the field works and data collection with advanced ICT tools and application that would facilitate geo-coordinate embedded data collection through mobile devices.
The aim and objectives of the Economic Census is the complete enumeration of entrepreneurial activities operating within the geographical boundaries of the State/Country at a given point of time and to come out the official count of enterprises and their characteristics. The subject of coverage under the Economic Census briefly includes all types of economic activities of agriculture (excluding crop production & plantation) and non-agriculture sectors (excludes those engaged in public administration, defense, compulsory, social security, domestic personnel & illegal activities) of the economy engaged in the production and/or distribution of goods and services not solely for the purpose of own consumption.
Ministry of Statistics and Programme Implementation, (MSOPI) Govt. of India had directed to DES to provide full logistic and physical support to the CSC while conducting field works and collect information for 7th Economics Census. Accordingly DES had provided complete updated Local Government Directory (Village List) of the State, participating to impart training to the Enumerators & Supervisors in State and District Level, accompanying Enumerators to clarify any doubts while conducting filed works during process check by the officials of District Office and time to time organising meetings among the officials of NSO and CSC to monitor the progress of field works, problems faced and any others by constituting State Level Operational Committee (SLOC). Even the Ministry has provided the DES and District Offices the portal along with the user ID and password to monitor the progress of the field works of the Census which have been followed by the Directorate accordingly.
The 7th Economic Census was launched in the State of Meghalaya on the 22nd August 2019 and the field works were conducted by the Enumerators & Supervisors engaged by the CSC. Though the fields works were supposed to be completed within the year 2019 but due Law & Order, Covid situation etc. the data collection/filed works and 1st level supervision works of the said Census were completed by the end of March 2021 as per information provided by the CSC.
As per the guidelines of the Ministry, 8% of post supervision ( 2nd Level Supervision) and 2% of post supervision of the total field works have to be conducted by the DES & NSO (FoD) respectively. Accordingly the DES had engaged officials of all the District Offices as 2nd Level Supervisors to complete the supervision works. The supervisors had visited their assigned fields to complete their supervision works as per the list of Enumerators appeared in their dash board provided by the Technical Support Group(TSG) of CSC.
The DES has generated and compiled the provisional report of the 7th EC which was uploaded by the Ministry in their web sites and the same has been forwarded to the Government of Meghalaya for further consideration, approval etc.
